Our verdict
Ranked first: the top-voted voices and a commercial licence from $6
The evidence on voice quality is unusually clear. Eleven v4 Turbo and Eleven v4 hold the top two places of 97 on the Artificial Analysis speech arena, where listeners vote blind, and the $6 Starter plan already includes a commercial licence and instant voice cloning. That combination puts ElevenLabs first in our AI voice ranking. Its safety tooling is also ahead of most rivals, although its voices have been misused and a 2026 lawsuit over training recordings is open. Pick WellSaid instead if you want only actor-licensed voices and no cloning at all, Cartesia if you're a developer paying per character, and Speechify if you mainly want to listen to documents.
Good fit for
- YouTubers, podcasters and course creators who need natural narration
- Publishers turning articles or books into audio
- Developers building voice agents that must answer in real time
- Teams dubbing videos into other languages
Look elsewhere if you are
- Teams that want only actor-licensed voices and no cloning on the account: choose WellSaid
- Developers who only need a fast speech API at the lowest entry price: consider Cartesia from $5 a month
- People who mainly want documents read aloud on a phone: Speechify's reader app is built for that
How ElevenLabs scored
The overall 9.1 is the weighted average of these criteria, the same ones every product in this category is scored on. Scores are based on published evidence (official documentation and pricing, independent audits and lab results), not hands-on testing.
Pros and cons
Strengths
- Eleven v4 Turbo and Eleven v4 rank first and second of 97 on the Artificial Analysis speech arena
- Commercial licence and instant voice cloning from the $6 Starter plan
- One account covers narration, dubbing, transcription, voice design and voice agents
- Eleven v4 Turbo starts speaking in about 100 ms, fast enough for live voice agents
- Verification for professional clones, a public AI speech classifier and C2PA support
Weaknesses
- The free plan can't be used commercially and published audio must credit ElevenLabs
- Credit pricing makes long audiobooks expensive on the lower plans
- Unused monthly credits don't roll over
- Its voices have been misused for political deepfakes, and a 2026 lawsuit over training recordings is open
Pricing
Starts at $6/mo on Starter ($5/mo billed yearly). ElevenLabs lists the same price every month. A first-month promotion ($1 for Starter, $11 for Creator) was shown in October 2026; after that month the list price applies.

ElevenLabs is an AI voice platform, headquartered in London, that turns text into speech, clones voices, dubs video into other languages and runs voice agents that talk with callers. You use it in a web or mobile app, or through an API. Paid plans start at $6 a month. A free plan gives about 10 minutes of speech a month for non-commercial use.
This ElevenLabs review gives it 9.1/10 on the Cybernock research rubric, first place in our AI voice generator rankings. The main reason is evidence you can check yourself. On the Artificial Analysis speech arena, where people vote on anonymous voice samples, Eleven v4 Turbo ranks first (Elo 1330) and Eleven v4 second (1329) out of 97 models, as viewed on October 16, 2026.
How does ElevenLabs work?
You paste a script, pick a voice from the library or your own clone, choose a model and generate. Each character of text costs about one credit. For longer work, the Studio editor splits a book or course into chapters. The dubbing tool translates a video’s speech while keeping each speaker’s voice.
ElevenLabs’ model documentation lists several voice models, each built for a different job:
- Eleven v4: the flagship for quality, covering 90+ languages, launched on September 28, 2026.
- Eleven v4 Turbo: the real-time version for voice agents, with a median of about 100 ms before speech starts.
- Multilingual v2: still recommended for the most stable long-form narration.
- Flash v2.5: the lowest-latency model at about 75 ms, for phone bots and games.
In practice, the choice is simple. Narrate audiobooks with Multilingual v2. Wire phone agents to Turbo or Flash. Use v4 for everything else.
The same credits pay for Scribe v2 transcription, sound effects, a voice changer that re-voices your own recording, and voice design, which builds a new voice from a written description.
How good are ElevenLabs voices?
On the public evidence, the best available in October 2026. Eleven v4 Turbo and Eleven v4 hold the top two places on the Artificial Analysis speech arena. Behind them sit Alibaba’s Qwen-Audio-3.1 (1296), Cartesia’s Sonic 3.6 (1285) and Google’s Gemini 3.8 Flash TTS (1275). Speechify’s Simba 3.2 is ninth. Murf’s Falcon 2 sits 25th, and OpenAI’s best text-to-speech model 38th.
Cybernock runs no listening tests of its own. These rankings come from blind public votes, and they move every few weeks. Don’t trust a polished demo clip alone, either: vendors choose their best samples, while arena voters hear whatever the matchmaking serves up.
The pricing page lists 74 languages on every plan, while the docs say Eleven v4 covers more than 90. Quality varies between languages and between voices. When you shortlist a voice, run your exact script through the free plan before you pay.
How much does ElevenLabs cost?
Billing works through monthly credit bundles. Prices below are US list prices from the ElevenLabs pricing page, checked on October 16, 2026; yearly billing cuts about 17%.
| Plan | Monthly | Billed yearly | Credits a month | About this much speech | Commercial use |
|---|---|---|---|---|---|
| Free | $0 | n/a | 10,000 | 10 minutes | No |
| Starter | $6 | $5/mo | 30,000 | 30 minutes | Yes |
| Creator | $22 | $18.33/mo | 121,000 | 121 minutes | Yes |
| Pro | $99 | $82.50/mo | 600,000 | 600 minutes | Yes |
| Scale | $299 | $249.17/mo | 1.8 million | 1,800 minutes | Yes |
| Business | $990 | $825/mo | 6 million | 6,000 minutes | Yes |
Skip the yearly plan until you know your monthly volume; the 17% saving isn’t worth a year of the wrong tier. Starter is the right plan for most creators. It includes the commercial licence and instant cloning from a short sample. Creator adds one professional voice clone, trained on more audio and verified as your own voice, plus 192 kbps files. Pro only pays off once you publish more than two hours of finished audio a month.
Most people miss that the October offer covers the first month only: Creator costs $11 once, then $22. Unused credits expire at the end of each month. Extra minutes cost about $0.17 to $0.20. So don’t bother with a bigger plan for one busy month; buy the overflow or upgrade for that month only.
Can you use ElevenLabs audio commercially?
Yes, on any paid plan. The company’s help centre says paid plans include a commercial licence, except for beta services. The free plan has none, and anything you publish from it must credit elevenlabs.io in the title.
If you’ve started a channel on the free plan, upgrade before you switch on monetisation. Don’t skip that step. The attribution rule alone makes free audio awkward in a polished video.
How does ElevenLabs stop voice-clone misuse?
The safety page lists four main controls:
- technical verification before a professional voice clone is created;
- blocking of celebrity and other high-risk voices;
- an AI speech classifier anyone can use to check whether audio came from ElevenLabs;
- support for C2PA content credentials.
Moderation combines automated classifiers with human review. Instant clones are lighter-touch. A 2024 Proof News investigation found that the cheapest tier relied on a checkbox confirming you hold the rights, while the professional tier used a voice check.
Those controls exist because the tool has been misused. In January 2023, users cloned celebrities’ voices for abusive clips soon after cloning opened. In January 2024, a fake Biden robocall told New Hampshire voters to skip the primary, and ElevenLabs suspended the account behind it, as Fortune reported. On training data, a 2024 lawsuit by two voice actors was settled in 2025. Seven journalists and voice actors filed a new suit in Illinois in May 2026, still open when this review was updated.
Where does ElevenLabs fall short?
- The free plan is for testing only. No commercial use, and attribution is required.
- Long projects get expensive. A 10-hour audiobook needs about 600,000 credits, which means the $99 Pro plan for a month.
- Credits don’t roll over. A quiet month wastes part of what you paid for.
- Open legal questions. The May 2026 lawsuit over training recordings hadn’t been resolved.
- Cloning is easy to start. That suits creators, but some legal teams prefer a vendor where no one on the account can clone a voice.
How does ElevenLabs compare with Cartesia, WellSaid and Murf AI?
| ElevenLabs | Cartesia | WellSaid | Murf AI | |
|---|---|---|---|---|
| Research score | 9.1 | 8.4 | 8.0 | 7.7 |
| Speech arena rank (of 97) | 1st | 4th | Not listed | 25th |
| Cheapest paid plan | $6/mo | $5/mo | $19/mo ($10 yearly) | $29/mo ($19 yearly, third-party) |
| Self-serve voice cloning | Yes, from Starter | Yes, from Pro | No | No, via sales |
| Best fit | Most creators and developers | Developers and voice agents | Corporate training narration | Simple business voiceovers |
Cartesia is the closest rival on quality and the cheapest way into a commercial licence, but it’s built for developers, with no long-form studio or dubbing. WellSaid uses only voices licensed from paid actors and doesn’t let users clone anyone, which some compliance teams want. Murf AI has a tidy studio for slide and video narration, though its voices rank well below ElevenLabs’.
Who should not buy ElevenLabs?
Skip it in four situations.
- You only want documents read aloud. Speechify is a reader app first and costs nothing to try.
- Your legal team wants zero cloning on the account. WellSaid’s model rules that out by design.
- You plan to monetise but won’t pay. The free plan forbids commercial use, so buy Starter or use another tool.
- Your output swings wildly month to month. Credits expire monthly, so a credit plan wastes money in quiet months.
Should you buy ElevenLabs?
For most buyers who need voice audio, yes. The case rests on the highest-ranked voices, a commercial licence from $6 a month and the widest set of voice tools in one account. Start on Starter. Move to Creator only when you need a verified professional clone of your own voice.
Choose something else in three cases. For a developer API at the lowest entry price, choose Cartesia. For actor-licensed voices with no cloning, choose WellSaid. For reading articles and PDFs aloud, choose Speechify. The full field is in our AI voice category.
ElevenLabs alternatives
- AI voiceCartesiaNear-top voices for people who write code. Sonic 3.6 ranks fourth of 97, speaks 44 languages and starts talking in under 90 ms, while Pro costs $5 a month for 100,000 characters with a commercial licence. No studio.
- AI voiceWellSaidEvery voice is modeled on a paid actor who consented in writing, and no user can clone anyone. English only below Enterprise.
- AI voiceSpeechifyA reader app for web pages, PDFs and photographed pages, read aloud at up to 5x speed in Simba voices that rank ninth of 97 on the speech arena. Pay yearly: monthly plans can't be refunded.
AI voiceMurf AIA block-based voiceover studio and the Falcon 2 voice-agent API, with SOC 2 Type II and regional data storage on Enterprise. Solid, not stellar: Falcon 2 ranks 25th of 97, and cloning goes through sales.
ElevenLabs FAQ
Is ElevenLabs free?
Yes, with limits. The free plan gives 10,000 credits a month, about 10 minutes of speech, but you can't use the audio commercially and anything you publish must credit elevenlabs.io in the title. The $6 Starter plan adds a commercial licence and instant voice cloning.
Can I use ElevenLabs voices commercially?
On any paid plan, yes. ElevenLabs' help centre says all paid plans include a commercial licence, except for beta services. Free-plan audio is limited to non-commercial use with attribution, so a monetised channel, client project or paid course needs at least the $6 Starter plan.
Is ElevenLabs safe to use?
For the account holder, it's a mature platform with SOC 2 and GDPR claims and enterprise data controls. The bigger risk is misuse of cloned voices. ElevenLabs verifies professional clones, blocks celebrity and other high-risk voices and publishes a classifier that detects audio made with its models.
Is ElevenLabs better than Murf AI?
For voice quality, yes. Eleven v4 ranks first of 97 on the Artificial Analysis speech arena, while Murf's best model, Falcon 2, ranks 25th. ElevenLabs is also cheaper to start at $6 a month and offers self-serve cloning. Murf suits teams that want a simpler studio and enterprise data residency.
ElevenLabs vs Cartesia: which is better?
ElevenLabs for most buyers. It ranks first on the speech arena against Cartesia's fourth place, and it adds a Studio editor and dubbing. Cartesia is cheaper to start at $5 a month for 100,000 characters and suits developers who only need a fast speech API in 44 languages.
How much audio do ElevenLabs credits buy?
Roughly one credit per character of text to speech, so the pricing page estimates about 30 minutes on Starter, 121 minutes on Creator and 600 minutes on Pro each month. Extra minutes cost about $0.17 to $0.20, depending on the plan.
